MILITARY
RULE IN BURMA: THE POLITICS OF PARANOIA
This
paper discusses the background to the dominance of the military
in Myanmar and examines why military dictatorship in Burma has failed
while other countries in the region have succeeded. In this context
it provides an analysis of the elite dynamics in the country with
focus on the role of the military, but also taking into account
the role played by competing elite groups such as the democratic
opposition, the ethnic groups, business and civil society. Finally
it will assess the prospects for change in the future towards a
more democratic system of government and suggests how, and to what
extent, the international community can influence this process.
