Abstract:
            This is a descriptive based qualitative research that is exerted for analyzing the extent of local government in Bangkok Metropolitan Administration (BMA) and Dhaka City Corporation (DCC). In fulfilling this objective, the following question will be posed: Local government essentially involves the extent of decentralization: why should power be decentralized and to what extent? This research is aimed to examine the effectiveness of BMA and DCC in order to prescribe a policy package for the real improvement of these two Metropolises. In this context, this research has analyzed the DCC and BMA plans and goals, importance of these goals in the local government, local fiscal planning, revenue growth and implications for decentralization, and fiscal autonomy. To examine the effectiveness of local organization in both countries participation will be taken up with a special concern for the consequences of success. This research has argued that participation will not work in the absence of effective administration and effective administration can not be achieved without effective participation. Finally, this research has found that the local government is weak while central government is strong. In practice, the role of the BMA in developing the city of Bangkok is limited due to its limited authority, dependency on central government. On the other hand, it looks like the DCC is responsible for providing every public service, but in practice, ironically, most of the activities of the DCC are also legal duties of central government agencies.
